[NARRATIVE #1 on May 26, 2026]

On 05/26/2026 I, Sergeant Hunt responded to 406 South Chattanooga Street (Pit Stop) in reference to a male subject yelling at people in the business parking lot. I arrived in the area and observed on the corner of West Main Street and South Chattanooga Street a male I knew was listed offender (Messhick Pankey). I was advised by Walker County Dispatch listed complainant [WITNESS #1] was at her residence near by when she heard the commotion caused by Mr. Pankey.

Upon seeing law enforcement Mr. Pankey, who was standing with a sign put it down and began walking away while looking back. Mr. Pankey appeared very unsteady on his feet, almost dragging his legs when he was walking. Due to the call stating the suspected person was at the Pit Stop I continued to the area to verify, while also keeping tabs on Mr. Pankey in the event he was indeed the person I was looking for.

Officer Craig arrived on scene and I advised him to meet with Mrs. [WITNESS #1] and get more information about the alleged suspect. Officer Craig updated me and stated the male in question had a backpack and black pants. Mr. Pankey was carrying a backpack and had on dark in color jeans. While being updated, Officer Craig advised the caller observed the subject returning back toward the Pit Stop. Mr. Pankey was the one heading that direction and confirmed he was indeed the person of interest.

I made contact with Mr. Pankey at the Pit Stop, while Mr. Pankey attempted to walk away from me. Mr. Pankey behavior is commonly exhibited behavior when someone is conducting or about to conduct criminal activity. I exited my patrol vehicle and advised Mr. Pankey not to walk away from me. Mr. Pankey complied and returned back to where I was.

I advised Mr. Pankey the reason I was speaking with him and asked about what was going on. Mr. Pankey face was extremely flushed red, his eyes were bloodshot and glossy. Mr. Pankey was slurring his speech and from what was observed prior to confirming he was the person of interest the caller called about with his unsteady balance, led me to suspect Mr. Pankey was under the influence of alcohol.

While speaking with Mr. Pankey I dected the odor of alcoholic beverage coming from Mr. Pankey breath as he spoke. Mr. Pankey attempted to state he had on dirty clothes. I asked Mr. Pankey when was the last time he had a drink and was advised it was “the other day”. Mr. Pankey then stated it was last night. I advised Mr. Pankey those are conflicting statements. I explained to Mr. Pankey my observations about his situation.

I asked Mr. Pankey if there was somewhere he could go and sober up or calm down for the evening. Mr. Pankey began stating other business and I advised him those were not good options. I asked Mr. Pankey to name a person place he could go to. Mr. Pankey named a subject I am familiar with as well [REDACTED]. I asked Mr. Pankey where Mr. [REDACTED] was and he stated Mountain Shadow apartment at the end.

I checked Mr. Pankey for weapons and allowed him to get into the rear passenger seat of my patrol vehicle. I transported Mr. Pankey to Mountain Shadow apartments where I made contact with Mr. [REDACTED]. I explained the situation to Mr. [REDACTED] who stated Mr. Pankey was not welcomed at his residence. I asked Mr. Pankey for another person and Mr. Pankey name Mr. [REDACTED] again by just referring to him as “[REDACTED]”.

At this point I determined all efforts were exhausted and Mr. Pankey was told to exit the vehicle. Mr. Pankey was then placed into handcuffs behind the back. Mr. Pankey upon learning he was going to jail began to tense up, locking and twisting aggressively with his arms. Mr. Pankey began cursing and yelling at the residents on scene drawing attention to the situation.

I advised Mr. Pankey to stop and was able to secure the handcuffs from tightening, while checking their fit. Mr. Pankey was placed into the rear passenger seat of my patrol vehicle. Mr. Pankey was searched incident to arrest for weapons and contraband, none were found. Mr. Pankey was transported to Walker County Sheriff’s Office.

While enroute to the Sheriff’s Office Jail, Mr. Pankey became visible upset yelling and cursing. Mr. Pankey began banging his head repeatedly on the hard plastic seats. I advised Walker County Dispatch of Mr. Pankey actions. While advising them of the situation Mr. Pankey stated he was going to kill himself. I advised the Jail staff to have a green smock ready for Mr. Pankey.

Upon approaching the jail I strongly advised Mr. Pankey to cooperate with the jail staff or he could face additional charges. Mr. Pankey created minimal problems exiting my patrol vehicle once at the jail. Mr. Pankey became belligerent once inside the jail requiring multiple staff to get involved and calm the situation. Mr. Pankey continued to present an issue and was asked if their was anything in his bag he should not have. Mr. Pankey stated he had a smoking pipe in his bag, and stated he might as well say since he is in jail already. A check of his bag did not yield and controlled substance, nor on his person.

Mr. Pankey was charged with City of LaFayette Disorderly Conduct for disturbance the peace and tranquility of the neighborhood on South Chattanooga Street by yelling and causing a scene at a business yelling at its customers. Mr. Pankey escalated the situation further when it was determined he would be going to jail he began yelling at Mr. [REDACTED] and cursing at him. Mr. Pankey actions brought attention to the situation causing others to exit their residence and check the situation.

Mr. Pankey was also exhibiting signs of impair of alcoholic beverage. Mr. Pankey is charged with Pedestrian Under the influence when he was observed showing signs of impairment while walking in the roadway to avoid law enforcement and along the shoulder of the roadway. Mr. Pankey observed to have bloodshot and glossy eyes, slurred speech, unsteady walk, odor of alcoholic beverage coming from his person and breath. Mr. Pankey was issued citations for Disorderly Conduct (115003839) and P.U.I (115003840).

[NARRATIVE #2 on May 26, 2026]

On 05/26/2026 at 16:26 hours I, Patrolman Craig was en route with Sgt. Hunt to a Suspicious Person at 406 South Chattanooga St.

When we arrived on scene we were advised by dispatch that the caller/complainant was at [400 BLOCK] South Chattanooga St in her apartment. I left the scene to go speak with the complainant [WITNESS #1] about what happened. She stated that a male subject had been walking behind the Pit Stop store into the woods and yelling since 10:00 am this morning. She stated he was yelling at nobody for no reason. I asked her if she knew who it was and she stated she didn’t know him. She did state that it was a white male subject was wearing a black hat, black pants, and had a red and black backpack on as well.

I advised Sgt. Hunt of the description of the male. While I was still with [WITNESS #1], she spotted and stated to me that the subject walking down the road was the male yelling. I advised Sgt. Hunt of the information and told him it was the male subject that we are familiar with listed offender (Messhick Pankey).

I gathered the complainants information and went to Sgt. Hunt’s location.
