On 4 May 2026 at 14:28 hours, I, Officer Cohen, was patrolling the area of East 5th Street when I observed a silver-colored passenger car traveling east on East 5th Street at a high rate of speed.
I observed the passenger car turn left onto East 5th Street from Highway 11 South, accelerate, and then turn left onto Duke Street at a high rate of speed. The passenger car lost control and crashed into a ditch on Duke Street near East 5th Street. I then observed the vehicle accelerate again and continue traveling north on Duke Street.
At this time, I activated my Axon dash camera and began traveling in the direction of the passenger car. Once I turned onto Duke Street and traveled northbound, I observed the vehicle parked in the driveway of [900 BLOCK] South Broad Street and occupied by a male. I parked my patrol vehicle behind the vehicle and made a driver-side approach.
I made contact with the driver and advised him of the reason for the stop. Shortly after, I instructed the driver to exit the vehicle and place his hands behind his back. The driver complied and was handcuffed behind his back. The handcuffs were checked for fit and double-locked. At this time, the driver was taken into custody for reckless driving. The driver was later identified as Alexander Rochaguerrero.
While I was handcuffing Alexander, I detected a strong odor of an alcoholic beverage coming from his breath. I also observed that his eyes were bloodshot and watery. I then read Alexander his Miranda rights, which he stated he understood and agreed to waive, agreeing to speak with me on scene. I asked Alexander if he had consumed any alcohol that day, and he stated that he had consumed two 32-ounce Corona beers.
I then asked Alexander if he would consent to standardized field sobriety tests (SFSTs), and he granted consent. At this time, I contacted Officer Smith #341 with the Monroe Police Department Traffic Unit and inquired if he would conduct a DUI investigation. Officer Smith agreed and arrived shortly thereafter.
Once Officer Smith arrived on scene, the investigation was turned over to him.
The vehicle was removed by Taylor’s Wrecker Service.
