DISORDERLY CONDUCT

Officer’s Narrative:

On 7/5/26 at 3:43am, I, Officer Ashmore was dispatched to the Waffle House restaurant located at 1400 Hwy 78 in reference to a suspicious persons call. Before my arrival dispatch informed me of an african american male and a white female attempting tot sell narcotics to people inside of the restaurant (crack and meth).

Upon my arrival I first made contact with the witness Mr. [WITNESS #1] outside the back of the restaurant who informed me of the two subjects attempting to sell narcotics in the restaurant. I then noticed the two subjects in the parking lot walking to their vehicle. Upon noticing them I could see the female was uneasy on her feet (under the influence). While I was speaking with them they informed me that a female was being rude to them in the store. I then had them stand by with Deputy Buchanan while I went inside the restaurant.

Upon going inside of the restaurant I spoke with a staff member (and [WITNESS #1]) who all said that the two subjects were asking people (to include [WITNESS #1]) if they wanted to buy narcotics from them. I then spoke with the employee in charge, Mr. [REDACTED], if he wanted them trespassed to which he did.

I then returned to the two subjects and I informed them that they were allegedly in the business cauusing a disturbance by trying to sell narcotics and that they were to be trespassed. The two of them were identified as Mr. [REDACTED] and Ms. Ashley Morales. While speaking with them Ashley began raising her voice and cursing. I informed her that I knew she was under the influence and that she needed to calm down to which she did. Both of them allowed consent searches of their persons with no illegal narcotics being located. I then had them continue to stand by with Deputy Buchanan while I went to run their information and print out their CT waivers.

Upon doing so it was determined that Ms. Ashley Morales had an active parole violation warrant out of Pennsylvania (Full Extradition). I then returned to Ashley and placed her in handcuffs behind the back. The cuffs were double locked and checked for fit. I informed her of her warrant and then attempted to walk her to my vehicle. Upon doing so she began yelling, cursing and trying not to walk to my vehicle while screaming profanities.

Once I did get Ashley to the vehicle she was placed in the back seat. After she was placed in the back of my vehicle I completed a notice of prohibited entry form for Mr. [REDACTED] for a period of two years at the restaurant. I asked him how much she had to drink to which he said that he knew she had one beer however she may have drunk more before he met up with her for the night. He was then released from the scene.

Ashley was then transported to the WCSO. While en-route to the jail she stated that her baby sitter was about to leave for the night and was worried about her child. Once I arrived at the Walton County Government Complex I was informed that her warrant was valid, myself and Sgt Studdard were then eventually able to get in contact with her mother, Ms. [REDACTED], who stated that she would be able to take care of Ashley’s child.

Once I got into the Sally Port I attempted to complete some administrative tasks on my computer before walking Ashley into the intake room. By this point Ashley was very upset, yelling, cursing etc. She then began yelling for her phone to call a contact of hers. I had to cancel the phone call multiple times which hindered me from completing the tasks necessary for her to be handed over to the jail staff. I then walked her into the intake room.

I then walked back to my vehicle to get the information I needed to fill out the booking sheet. While at my vehicle I could still hear her yelling and screaming. Also while she was being processed into the jail I informed her that she was not allowed back at the restaurant for a period of two years which she acknowledged. She was also issued a citation for City Ordinance Disorderly Conduct 62-1.

After leaving the jail I checked my backseat for any loose items or contraband, none of which was found. I then returned to the Waffle House and completed the CT paperwork for Ashley. While there I also spoke to Mr. [WITNESS #1] again who informed me that he could hear Ashley yelling and cursing in the parking lot while I was dealing with her. A copy of Ashley’s CT Notice was then returned back to the jail and placed in her property.

Due to Ashley initially resisting my efforts to take her to my vehicle and yelling profanities in the Waffle House parking lot (Breaching the Peace) which could be heard by Mr. [WITNESS #1]. Along with later hindering my abilities to do my administrative tasks by continually trying to use the Siri call app while in my patrol vehicle, she was charged with City Ordinance Disorderly Conduct 62-1. A copy of her citation has been placed in the paper bin accordingly.
