On July 16th 2026, I Officer Robertson #371 responded to a report of a vehicle accident at 1223 W Spring St; Panera Bread.
Upon my arrival, I made contact with the Complainant [VICTIM #1], [VICTIM #1] advised he was rear ended in the Panera Bread parking lot by a Green Toyota Highlander which was now in the Walton 24 parking lot. I observed the Green Highlander in the parking lot and asked Corporal Bailey to go make contact with the vehicle. Mr. [VICTIM #1] stated that there was no damage to his vehicle and that he was just sitting in the drive thru about to get his food when he was rear ended by the Green Highlander, He advised a White Female got out of the vehicle and appeared to be intoxicated. He then advised the Highlander then drove away from the scene.
While speaking with Mr. [VICTIM #1] I heard Corporal Bailey yelling at the female in the Highlander to lower her window. I then went over to Corporal Bailey and observed the female who was later identified as Crystal Davis to be sitting in the drivers seat refusing to unlock the car or roll down her window. Corporal Bailey advised when he arrived the female was slumped over and knocked out. Crystal was ordered multiple times to get out of the vehicle and continued to resist and refuse.
The back drivers side window was rolled down a little, Corporal Bailey stuck his hand in the window to open the back door and get access into the vehicle without having to bust open the window. Crystal attempted to roll up the window but accidently unlocked the door, I then opened the drivers door, took control of Crystal’s arm and took off her seatbelt. Crystal was still refusing to get out of the vehicle and had to be forcefully removed from the vehicle.
While Crystal was being removed from the vehicle she scraped her knees on the pavement as she was wearing shorts and her knees were exposed. Crystal was then placed into handcuffs behind her body which were double locked and checked for fit, She was then searched incident to lawful arrest. While searching Crystal two insulin pumps were located on her body.
EMS was called to the scene to check her blood sugar as Crystal said she is a diabetic. While waiting for EMS Crystal stated she had been drinking earlier. Walton EMS arrived on scene and checked her blood sugar and advised it was a normal level of 125. Crystal was then put in the back of the ambulance to have the rest of her vitals checked.
Officer Higgin’s began speaking with Mr. [VICTIM #1] who advised he did not want a report for the crash. I then went and spoke with Crystal more in the back of the ambulance, I asked Crystal if she would be willing to let me check her eyes to see if she is impaired. Crystal then stated “I am impaired.” Crystal was then asked to step out of the ambulance and was put back into handcuffs behind her back. She was then secured in the rear seat of my patrol vehicle. Crystal was read Georgia’s Implied Consent Notice and asked to submit to a blood test. Crystal refused to submit to a blood test and her refusal was documented through Walton County Dispatch.
Crystal’s vehicle was then searched incident to lawful arrest looking for open containers. A open bottle of Vodka was located in the passenger seat along with three other unopened bottles. The bottles were photographed and the open bottle was poured out into the grass. A large amount of medication was located in the passenger seat and was secured in a travel back in the passenger seat and left in the vehicle. The vehicle was then turned over to Taylor’s Wrecker Service. Crystal was then transported to the Walton County Jail where she was turned over to jail staff without issue.
Crystal received citations for the following.
- DUI Less Safe
- Open Container
- City Ordnance Disorderly Conduct for obstruction of a officer.
ALS form completed with a temporary license issued. Hard copy license not taken due to Crystal not having it on person.
