On September 7th, 2026, at approximately 1906 hours, I, Officer Herron, along with other Officers were dispatched to [700 BLOCK] Lacy Street Apartment [REDACTED] in reference to an unknown problem.

Upon arrival, I made contact with the complainant, later identified as [REDACTED]. [REDACTED] was sitting on the pavement with a slight amount of blood on her left knee, yelling for me to grab her dog, and would not state what she needed help with. After a brief moment speaking with [REDACTED], I determined that [REDACTED] was heavily intoxicated due to her erratic behavior, slurred speech, bloodshot watery eyes, and a strong odor of alcoholic beverages emitting from her person. While I spoke with [REDACTED] outside the listed address, I observed the residence’s front door to be ajar, and I observed a black male, later identified as Kevin Davis, inside lounging around.

As I had no way of determining what had occurred while speaking with [REDACTED], I moved to speak with Kevin. When I questioned Kevin about what had occurred, he stated that [REDACTED] was inside his residence, and had become heavily intoxicated and “started talking crazy,” prompting him to attempt to kick her out. As I questioned Kevin about [REDACTED]’s bloody knee, he stated that earlier in the day she went outside to her vehicle to take her medicine, and in the process she fell. Lastly, I questioned Kevin about how he attempted to kick [REDACTED] outside his residence, though Kevin would not specify how he attempted to kick [REDACTED] outside his residence.

While speaking with Kevin, I also determined him to be heavily intoxicated due to his slurred speech, bloodshot watery eyes, the strong odor of alcoholic beverages emitting from his person, along with his inconsistent accounts of what had occurred at his residence. During my conversation with Kevin, Corporal Couch spoke with [REDACTED], who was also unable to provide any viable information about what had occurred before she dialed emergency services. Upon the arrival of Monroe EMS, the paramedics began medically evaluating [REDACTED], while Sergeant Scruggs attempted to gather information from [REDACTED] on what had occurred.

During this, Kevin had walked outside his residence, locked his front door, and attempted to leave. This is when Corporal Couch and I gave multiple commands to Kevin that he was not free to leave. After that, Kevin became irate, yelling profane language and saying that he was not involved and we needed to get ourselves off his lawn. With a juvenile who was clearly under the age of twelve in the immediate proximity, I gave Kevin multiple chances to stop using profane language and to stop causing a disturbance that was disrupting the peace, though he continued the disorderly behavior.

I then arrested Kevin, handcuffing him behind his back, checking the cuffs for proper fitment, double-locking the cuffs, and searching his person before securing him in my vehicle. (Due to Kevin’s thick wrists and broad shoulders, I used two pairs of handcuffs)

With Monroe EMS advising no further medical treatment was needed, and [REDACTED] unable to speak about the incident, all units returned to service as I transported Kevin to the Walton County Sheriff’s Office Jail and he was turned over to the jailers without incident. A copy of Kevin’s citation was left in his property.

Kevin was charged with City Ordinance 62-1 (Disorderly Conduct). Citation Number: M525802
