On this date I Sgt. Studdard, was sitting in the area of North Broad Street when I observed/Heard a black Dodge Charger revving the engine and turning left onto Sorrell’s Street while sliding (Burning out). I pulled out in an attempt to catch up to the vehicle considering the time of night and location next to the Gas Station, I believed the vehicle may have just been stolen.
Once I turned onto Sorrell’s Street I lost sight of the vehicle I went to the end of Sorrell’s and Marable and turned around and notified other units to head towards me. As I was going back down Sorrell’s Street I seen the vehicle turn Left back on Sorrell’s Street at a High rate of speed once more laying drag I initiated a traffic Stop utilizing my emergency lights and Sirens. The vehicle continued slowly into the Monroe food Mart Parking Lot.
Once in the parking lot the driver side door immediately opened, I drew my department issued firearm and ordered the driver back in the vehicle. The Driver Slowly shut the door as I told them to roll the window down. I told the diver to roll the window down and put his hands out side the vehicle. He was slow to comply but eventually placed both hands out of the window. I approached the vehicle and told the drive to keep his hands in my view. I then grabbed one of his hands and opened the driver door.
The driver “then quickly pulled both his hands towards his mid section and belt line” at that point with Me Knowing this is a common area that people conceal weapons and the drivers un-willingness to co-operate with basic commands I grabbed his arm and pulled him out of the vehicle to the ground. Once on the ground I postured to a knee on back while maintaining control of his left arm, I then transitioned to a shoulder lock while Officer Hernnon was able to get his right hand into handcuffs.
The Driver “Kyle Gooden” was placed into double locked handcuffs behind his back and placed into Officer Priest Patrol Vehicle. A probable Cause Search was conducted due to the odor of Marijuana coming from within the vehicle, rolling papers were located on the Gooden Subject during the search incident to arrest.
Gooden was charged with the following (reckless driving, Disorderly Conduct, failure to yield to an emergency vehicle).
Taylors – towed the vehicle to their impound lot.
Use of Force Report completed (No injuries to either Suspect or Officer).
