On May 23rd, 2026 at approximately 1709 hours, I was conducting traffic enforcement in the area of South Broad Street between Washington St and Church St. I observed a white in color Chevrolet Tahoe traveling southbound on S Broad St. I observed the female driver was holding a cell phone in her hand while driving in violation of OCGA 40-6-241. I activated the emergency lights on my marked police patrol car, and pulled into traffic behind the white Chevrolet Tahoe to initiate a traffic stop. The violator turned right onto West Church Street and then stopped in the parking lot of Pinnacle Bank.
I made a passenger side approach of the vehicle, and made contact with the female driver. I greeted the driver, and requested their driver’s license. The driver wanted to know the reason for the stop so I informed her that I had seen she had a cell phone in her hands while she was driving. The driver became verbally hostile and argumentative about the reason for the stop. The driver stated she “did not have a f***ing phone” in her hand. The driver said this in the presence of her daughter which I later found out was 11 years of age.
The driver then requested to see the video footage from my issued cameras, and I told her that is not how it works. I ordered the driver to give me her driver’s license. The driver then threw her driver’s license across the vehicle in my direction. The driver’s license struck the driver’s daughter before falling into the floor between the passenger seat and passenger door.
I then advised the driver that she was under arrest, and ordered her to exit the vehicle. I walked around the rear of the vehicle to go to the driver door. The driver then handed me her driver’s license which I stowed in my pants pocket. The driver failed to exit the vehicle after being told to do so several times. I opened the driver door, and ordered the driver out several more times.
The driver finally exited the vehicle, and I ordered her to place her hands behind her back. The driver was placed into handeuffs behind the back, double-locked, and checked for fit. The driver was cleared of any weapons or means of escape before being placed into the rear passenger seat of my marked patrol car. I then was able to look at the driver’s license and identified her as Michelle Kuebler.
Michelle’s daughter called a family friend to the scene to give her a ride away from the scene. Michelle advised she was okay with her daughter leaving with this friend who they called [REDACTED] arrived to the location, and gave Michelle’s daughter a ride. Taylor’s Wrecker Service arrived to the location and impounded the vehicle.
Michelle was charged with Hands Free Violation (Citation T529401) and Disorderly Conduct-City Ordinance (Citation M529402). Michelle was charged with Disorderly conduct due to her use of profane language in the presence of her 11 year old daughter, her throwing her driver’s license at me which could have caused injury if it were to strike me in the eye, when she threw her driver’s license it actually struck her daughter which could have caused injury, and her failure to comply with orders to exit the vehicle.
Michelle was taken to the Walton County Jail, and turned over to jail deputies without incident.
