DISORDERLY CONDUCT

Officer’s Narrative:

On 06/18/2026, at approximately 0425 hours, I responded to the Waffle House and Walton Truck Stop, located at 1400 Highway 78, in reference to a dispute call. It was advised that a white female subject was on location in her underwear, making threats to stab the clerk from the Truck Stop. A second description advised that she was wearing underwear, a light blue t-shirt and tennis shoes, that she was intoxicated, had taken the landline store phone from the building and was walking towards Waffle House.

Upon arrival, Officer Goodwin and I made contact with the female subject (Olivia Nicole Garvin) near Waffle House; she was walking in the grassy area towards Unisia Drive. I exited my patrol Vehicle and gave her commands to stop and come to my vehicle. Knowing the she had made threats to stab someone on location, and not knowing if she had a knife concealed on her person, I drew my department issued Glock 47, and kept it at a high, low ready position and ordered her to the front of my patrol vehicle. My weapon was re-holstered and she was detained at that time. She was placed into handcuffs behind her back and was advised that she was detained, not currently under arrest.

She identified herself as Olivia Nicole Garvin of Atlanta, making further statements that she was originally from Tennessee. She began stating that was on location and went inside due to needing help. She advised that she has a “pimp” (current correct terminology for that word would be trafficker). She was advising that she had given several “blowjobs” to get to her current location, advising the she had to get away from the Chamblee Tucker area of Atlanta.

She was visibly intoxicated and was repeating the same statements over and over, without being asked questions. She escorted to the rear of Officer Goodwin’s patrol vehicle, where I lifted the bottom of her t-shift, to ensure that she did not have any weapons in her waistband; she was advised of what I was doing. Seeing there were no weapons, she was got into the rear passenger side of Officer Goodwin’s patrol vehicle, and his back seat camera was activated.

Officer Goodwin and I relocated to this inside of Waffle House and made contact with the complainant, [WITNESS #1]. She advised that she had called due to the clerk from the Truck Stop being observed trying to retrieve the store’s phone from Olivia. She advised the Olivia had made statements that she was going to stab the clerk, so she called 911. She advised that she observed Olivia stumbling and at one point she was pulling on the clerk when he was trying to retrieve the phone.

At this point Officer Goodwin and I relocated to the parking lot, advised Olivia that we were going to drive over to the Truck Stop. Were moved our vehicle to the front parking lot, and went inside and made contact with the clerk. Officer Goodwin got the clerk’s information, and will be adding it to this report when he completes his supplement.

I spoke with the clerk, who advised the Olivia came into the store and had asked to use the phone to get help. He advised the he gave her the cordless landline phone and advised her that she had to stay inside of the building to use it. He advised that she had taken the phone out of the business and that he had to follow her to retrieve it. He advised that she had made threats to stab him, but never saw a knife.

He advised the she at some point used a customers phone, and that she was refusing to return it to the customer. He advised that she made statements to the customer that she would shoot him, however did not have a gun to do so; the unknown customer was carrying a handgun according to the clerk, and when she made the statement about shooting him, the customer lifted his shirt showing the gun, at which point she gave him his phone back. As stated, it is unknown who this customer is.

I relocated to the parking lot and made contact with Olivia who was still in Officer Goodwin’s patrol Vehicle. I rolled down the rear driver side door and read her the Miranda Rights. While I was trying to read them to her, she kept talking at first, and stated that at some point she would want a lawyer. I advised her again that at time she was not under arrest only detained. I was able to fully read her her rights, to which she advised she understood, and agreed to speak with me.

She continued to stay that she did not know where she was, and was advised that we were in Monroe, Walton County GA. She stated that she had gotten her by give “blowjobs” to several men, and advised that she had been at a Mexican restaurant, at a gas station. She also made statements about being at an apartment but was unable to provide any details about the locations she mentioned.

Olivia kept advising that she has a “pimp” that she had to get away, that she was on location to get help, that she has been a missing person before, that she had been arrested before, that she was ok with being arrested at this time. She stated that she was not a snitch and could not give any names. She had a name tattooed on her left hand with I believe was “[REDACTED]” and she stated that it was her boyfriends name.

I returned to the inside of the store, and the clerk allowed me to get the phone number she tried to call [REDACTED], when called no one answered until later. I used idiCORE to look up Olivia Nicole Garvin, and found multiple relatives names in Wisconsin, Texas and Florida, but none of the listed phone numbers worked.

I continued attempting to speak with Olivia, who continued to repeat the same statements over and over. I advised her that she was safe, and that we wanted to help her, but she continued to advised that she could not snitch. Based on her intoxicated state (odor of an alcoholic beverage on her breath, bloodshot watery eyes, unstable on her feet) it was clear that she was intoxicated.

Due to her intoxicated state, and her actions on location causing an immediate breech of the peace, she was transported to the Walton County Jail, and turned over to the jail staff, on city ordinance’s 62-1; disorderly conduct, and 62-12; public intoxication. She was transported by Officer Goodwin.

While on location, I continued to make an attempt to make contact with anyone who knew Olivia. I was able to reach a male subject at the [REDACTED] number, who advised that he did know her, that he was her ex-boyfriend, and that his name was ([REDACTED]; DOB: [REDACTED BY AGENCY]/1990) when ran on GCIC and over the air with dispatch, retuned not on file. He advised that he did in fact have a drivers license, though it was currently suspended for child support.

After ending the call, I used idiCORE, to reverse lookup the [REDACTED] number, which returned belonging to Dantavius Clay Barnett; DOB: [REDACTED BY AGENCY]/1992. When he was ran though GCIC, he returned have an active warrant for failure to appear, original charges: trafficking meth, trafficking in illegal drugs, poss of cocaine, with intent to distribute, theft by taking, poss of a firearm during commission of a felony and poss of meth; with nation wide extradition. He has been added to this report under the people tab. It should be noted that the above listed phone number, shows to be Barnett’s number under his state return.

Based on my knowledge, training and experience, and due to the statements made by Olivia, about her needing help, her having a “pimp” the tattoo of a male subjects name on her left hand, her not wanting to “snitch” being willing to just go to jail, having healed injuries to her legs, her not knowing were she was, or being able to completely explain how she got to the Truck Stop, it is my belief the she is possibly the victim of human trafficking.
