On June 22, 2026, at approximately 2123 hours, I, Officer Morris, was patrolling in the area of Sparta Road near East First Street when my License Plate Reader (LPR) system alerted me to a 2017 white Nissan Murano displaying Georgia tag [REDACTED] that was operating on the roadway with an expired registration.
To confirm the alert, I ran the tag through the Georgia Crime Information Center (GCIC), which confirmed the registration had expired on April 29, 2026. A short time later, I observed the same vehicle traveling southbound on Washington Avenue while I was stationary on East First Avenue. I positioned my patrol vehicle behind the Nissan and activated my emergency lights and siren to conduct a traffic stop. The vehicle came to a stop in the parking lot of Wheeler’s Funeral Home.
I exited my patrol vehicle and approached the driver’s side of the Nissan. Upon making contact with the driver, I immediately detected a strong odor of marijuana emitting from inside the vehicle. I identified myself and advised the driver of the reason for the traffic stop. The driver provided a Georgia driver’s license and was identified as Brandon Brown.
I asked Mr. Brown how much marijuana was inside the vehicle and when he had last smoked marijuana. Mr. Brown stated there was not much marijuana in the vehicle and voluntarily handed me a small bag containing suspected marijuana. Mr. Brown further stated that he had smoked marijuana approximately 30 minutes prior to the traffic stop.
I then instructed Mr. Brown to exit the vehicle, and he complied. I asked if he had anything on his person, and he was subsequently frisked for officer safety and detained in handcuffs while a search of the vehicle was conducted. Assisting officers arrived on scene and placed Mr. Brown in the rear seat of my patrol vehicle while the search was completed.
The search of the Nissan yielded no additional contraband or illegal items. During the investigation, I was advised that Mr. Brown’s Georgia driver’s license was suspended. I asked Mr. Brown if he was aware that his license was suspended, and he stated that he was.
Based on Mr. Brown’s admission to recently smoking marijuana and the circumstances of the traffic stop, I requested that he submit to standardized field sobriety testing to determine whether he was safe to operate a motor vehicle. Mr. Brown declined to participate in field sobriety testing. Mr. Brown was then placed under arrest and read the Georgia Implied Consent Notice for suspects age 21 and over. I requested a blood sample for chemical testing, and Mr. Brown consented.
The small amount of marijuana voluntarily surrendered by Mr. Brown was disposed of on scene due to the negligible quantity. Mr. Brown was transported to Washington County Regional Medical Center, where a trained phiebotomist collected a blood sample for evidentiary testing.
Following the blood draw, Mr. Brown was transported to the Sandersville Police Department for fingerprinting and processing. He was then transported to the Washington County Sheriff’s Office Jail, where he was turned over to on-duty jail staff without incident.
Mr. Brown was issued citations for the following offenses:
- Driving While License Suspended/Revoked/Withdrawn
- Driving Under the Influence of Drugs (DUI Drugs)
The vehicle was released in accordance with department policy.
