On March 20, 2026, at approximately 6:35 p.m., I, Officer John Adams, responded to the IGA parking lot at 648 South Harris Street in reference to a reported hit-and-run.

When I arrived, I met with an employee in the parking lot, identified as Ms. [VICTIM #1], and a witness, identified as Ms. [WITNESS #1]. Ms. [VICTIM #1] advised me that another party recently (approximately five minutes before my arrival) struck her parked Dodge Journey, causing damage to the front-passenger fender area, and left the scene without identifying themself or reporting the accident to Ms. [VICTIM #1] or any authorities.

The witness, Ms. [WITNESS #1], advised me that she saw the other party strike Ms. [VICTIM #1]’s vehicle with theirs. Ms. [WITNESS #1] described the other vehicle as a white SUV. Ms. [WITNESS #1] showed me her phone, which had a Facebook page of suspect Ms. “Shalanda Brown” open with Ms. Shalanda Brown standing in front of a white Nissan Kicks. Ms. [WITNESS #1] advised me that she witnessed Ms. Shalanda Brown driving the white Nissan Kicks and witnessed her strike Ms. [VICTIM #1]’s vehicle in the IGA parking lot prior to my arrival.

Backup officers located Ms. Shalanda Brown at her residence at [200 BLOCK] P.L. Braswell Way and detained her while I finished my initial investigation. I took pictures of Ms. [VICTIM #1]’s vehicle, including the damage to the front passenger fender area. Ms. [VICTIM #1] and Ms. [WITNESS #1] signed witness statements in regard to the incident. Ms. [VICTIM #1] gave verbal and written statements that she wanted charges pressed against Ms. Shalanda Brown for leaving the scene of the accident with damage and without reporting to her or authorities.

I relocated to [200 BLOCK] P.L. Braswell Way and made contact with Ms. Shalanda Brown, who was detained in double-locked handcuffs by other officers on scene. I asked Ms. Shalanda Brown what happened at the IGA parking lot, and Ms. Shalanda Brown advised me that she hit a co-worker’s vehicle and was unaware that she hit the other party’s vehicle before leaving the scene.

I advised Ms. Shalanda Brown that she would be arrested and taken into custody for leaving the scene of an accident without reporting the accident. I searched Ms. Shalanda Brown’s pockets by patting the pockets flat with the back of my hand for any possible weapons or contraband, and nothing of interest was found. I escorted Ms. Shalanda Brown to the rear of my patrol vehicle and placed the lap and shoulder restraints around Ms. Shalanda Brown’s waist and torso.

I transported Ms. Shalanda Brown to the Sandersville Police Department for fingerprinting. I discovered that the fingerprint machine at the SPD was not in service, so fingerprinting was not performed at the SPD. I transported Ms. Shalanda Brown to the Washington County Sheriff’s Office, where she was fingerprinted (I requested the SPD ORI be used).

  • Ms. Shalanda Brown was arrested for and written the following citation:

Citation 117A00199 for O.C.G.A. 40-6-270, Leaving the scene of an accident, for being involved in a vehicle accident and failing to stop and give their name and information and give notice of the accident to the other involved party or law enforcement officials.

Ms. Shalanda Brown was advised that the court date would be set for April 20, 2026, at 12:30 p.m. at the City of Sandersville Municipal Courtroom. Ms. Shalanda Brown signed the citation, and her copy was given to the Washignton County jail staff.
