On 01/15/2023 at 1703 hours, officers were dispatched to 971 South 1st Street (Dollar General) in reference to an assault.

I spoke with the victim ([VICTIM #1]) what was going on. He stated, “I don’t know what the hell is happening”, as he pointed at the suspect (Hedman). [VICTIM #1] stated he parked in the yellow stripped no parking area to go into the store and as he left the store, Hedman approached him stating “well you think you can just park anywhere you want to, can’t you.” He stated Hedman approached him and stated that he couldn’t park there.

[VICTIM #1] stated that Hedman began following him, which worried him cause you don’t ever know about people are these days. [VICTIM #1] said that Hedman also told him his tag was expired, which he knew it was not and then proceeded to get between him and his truck. [VICTIM #1] stated that he tried to push Hedman out of the way and get into his truck saying that he was leaving. He stated that Hedman then took him out of his truck and threw him down on the ground causing lacerations to his arms and hands. [VICTIM #1] showed me both his wrists with lacerations and bruising.

I then asked [VICTIM #1] for his drivers license and began gathering his information. I asked [VICTIM #1] at what point did the altercation become physical. He replied that after he came out and Hedman made his remark he then followed him to his vehicle. He stated that it worried him because the way people were stupid now days. He stated that Hedman claimed to be a Deputy Sheriff but he said that he didn’t see any clothing or badge representing that.

[VICTIM #1] stated that he had walked over to his truck and he told Hedman he wanted to leave but Hedman would not let him leave. [VICTIM #1] stated that he did push him as he walked to his open driver’s side door of his vehicle showing me that he was standing in with the door open and he tried to push [VICTIM #1] out of the way so he could close his door and leave. [VICTIM #1] became visibly upset with tears coming down his face as he was telling me. I advised him to just take a breath and a second.

At that time, SGT. Chris Manning with the Wayne County Sheriff’s Office arrived on scene. He then approached myself and [VICTIM #1] and asked him what was going on. [VICTIM #1] stated he parked where he was and Hedman told him it was illegal but he just needed to run in the store to get something for his teeth.

He stated when he came back out Hedman approached him and claimed to be a deputy. He stated he never saw Hedman before and didn’t now if he was lying and he was just trying to harass him or what. He then told us that he told Hedman he was leaving and that’s when he threw him to the ground and held him there. I then took photographs of [VICTIM #1]’ injury to both his wrists.

I then spoke with Cpl. Sutton who had been speaking with Hedman, I asked Cpl. Sutton what Hedman was stating. He stated that Hedman approached [VICTIM #1] telling him that he was illegally parked. He stated that Hedman told him [VICTIM #1] told him “Fu*k You” after that. He stated that Hedman also told [VICTIM #1] that his tag was expired.

Cpl. Sutton then stated Hedman told him that he walked up to the inside of [VICTIM #1]’ door, Hedman stated that [VICTIM #1] then kicked him in the stomach. Cpl. Sutton stated Hedman told him that’s when he grabbed [VICTIM #1] out and subdued him while he called for police. I then approached Hedman who was speaking with Sgt. Manning at that time.

I asked Hedman for his driver’s license and gathered his information. I then asked Hedman if he could tell what happened. He stated the store didn’t have what he needed so he walked out of the store and that’s when he saw [VICTIM #1] truck parked. He stated he approached [VICTIM #1] and stated “Hey sir is that your truck”. Hedman stated he told [VICTIM #1] you know that’s not a parking space and there is plenty of places to park.

He stated [VICTIM #1] replied to him “Fu*k You, I was just parked there for a second”. Hedman then stated he told [VICTIM #1] you really can’t and informed him that he was a Deputy Sheriff. Hedman then told [VICTIM #1] he could call his buddy down here and they could write him a ticket. He stated that [VICTIM #1] told him “Go Fu*k Yourself will just take care of this right now”. He stated [VICTIM #1] told him to get out of the way and then pushed him.

Hedman stated he told [VICTIM #1] that he was a Deputy Sheriff and now that [VICTIM #1] had put his hands on him he didn’t think they could let this go. Hedman stated that [VICTIM #1] then turned around and kicked him in the stomach. Hedman stated that’s when he pulled [VICTIM #1] out of his vehicle and took him to the ground. Hedman stated that he then held [VICTIM #1] down and called Wayne County Dispatch.

[Hedman] then showed me his left wrist with an abrasion on it. I took photographs of Hedman’s left wrist. Hedman continued to stated that there was “No harm no Foul” and that he didn’t want to pursue any charges on [VICTIM #1]. Hedman also stated that again that [VICTIM #1] was trying to leave and attempted to push himself out of the way.

I then made an attempt to review the stores outside security cameras. Cpl. Sutton was already inside the store with an employee pulling up camera footage. We observed the area of the parking lot where the incident occurred but due to the sun in the camera you are not able to see anything. My Body camera then indicated it was dying and I asked Cpl. Sutton to switch body cameras with me while I further spoke with the parties involved.

I asked Cpl. Sutton if he would began to notify the chain of command. He notified Lt. Leighton. Lt. Leighton was notified and I then contacted the Chief of Police to notify him of the incident. I informed Sgt. Manning that I was going to place Hedman under arrest for the incident. We then approached Hedman, explained the situation and made sure he was unarmed.

Hedman was then placed into double-locked handcuffs and seated in the rear of my patrol vehicle. I had spoken with Sgt. Manning earlier where he stated the Sheriff was aware of the situation and if we made an arrest the Wayne County Jail was ready. I then transported Hedman to the Wayne County Jail without incident. He was booked in and placed on a warrant hold where he was then turned over to Wayne County Jail Staff.

Warrants will be secured for the following charges:

-Battery 16-5-23.1
-False Imprisonment 16-5-41
-Elder Abuse 16-5-102
