On Friday, March 21st, 2025, I was on uniformed patrol in a marked patrol vehicle (#101). At approximately 5:13pm I was dispatched to a report of a suspicious person. I responded without lights and siren energized, and I arrived on scene a few minutes later.

Upon my arrival I observed a white male wearing red pants and no shirt with tattoos walking around yelling. I approached him and told him to sit down. I asked what was going on and he said that he had been sold some bad drugs and he wanted his money back. He said he paid $40 for some cocaine from the residents at [100 BLOCK] Dakota CT S. He said he was verbally threatening them to give him his money back. I told him to stay where he was.

I then spoke with [WITNESS #1]. He said the subject had been walking up and down the road yelling threats at people. He said the male dropped a small green baggie which he showed me. The baggie was empty, but this type of baggie is typically used to hold illegal substances based on my training and experience. I asked who he had threatened and he pointed to [100 BLOCK] Dakota CT S. I left the male with Deputy Harrison (#229) and proceeded to that location.

Upon my arrival I made contact with the residents there. They said the man in the red pants, identified as Timothy Leggett, had been walking back and forth in front of their property yelling threats to kill them if they didn’t refund his drug money. I asked if he ever came on the property and they said no. They informed me their children, both juveniles, were present during the threats. They said the two juveniles were scared and crying. One of the juveniles asked if the man was a ghost sent to hurt them. I observed both children and their faces were red with dried tears. I asked if they wanted to press charges and they said yes. They further asked that he be criminally trespassed from the property.

I then returned to Timothy Leggett and informed him he was under arrest. Deputy Harrison took custody of him and departed the scene with him. I then cleared the scene.

Upon returning to the Sheriff’s Office I applied for arrest warrants for two counts of violation of O.C.G.A. 16-11-37 Terroristic Threats and O.C.G.A. 16-5-70(c) Cruelty to Children in the Second Degree. Those warrants are pending issuance.
