On 02/21/2025 at approximately 2315 hours, I was dispatched to the area of 8220 South Main Street, Helen, GA 30545 or the Baymont Inn in reference to a Physical Domestic. When I arrived on scene, I was flagged down by a female who was standing alone, later identified as Anna Ramirez, she explained that her boyfriend “beat the hell out of her”. Anna had a strong odor of alcohol coming off of her and was noticeably crying. Anna didn’t have any obvious signs of injury at this time.

I asked Anna where her boyfriend went, Anna pointed to a male walking up behind me saying that’s him. I told the male to go stand by my patrol vehicle, the male was later identified as [VICTIM #1]. At this time, Officer Perkins came on scene and began to interview Anna while I interviewed [VICTIM #1]. [VICTIM #1] also had a strong odor of alcohol coming off of him as well. I then asked [VICTIM #1] what happened, [VICTIM #1] explained that both he and Anna had too much to drink and began to argue over life issues. [VICTIM #1] also explained that this was happening in his truck while they were driving back to the hotel from a bar. [VICTIM #1] explained that Anna snatched his prescription glasses off his face and thew the glasses out of the window. I asked [VICTIM #1] what he did after that, [VICTIM #1] said he was angry with her and parked the truck at the Baymont to go look for his glasses. [VICTIM #1] stated that he never hit or laid a hand on Anna, I looked at [VICTIM #1]’ hands and there was no sign of redness or indicators that he used his hands to hit anything. I asked [VICTIM #1] if something like this had ever happened before with him and Anna, [VICTIM #1] stated that this had happened several times. I told [VICTIM #1] to wait by my patrol vehicle while I go talk to Anna, he complied.

I walked over to where Officer Perkins was interviewing Anna, Anna explained that there have been over twenty incidents between [VICTIM #1] and her. Anna stated that [VICTIM #1] threw his hat at her during an argument. I then asked Anna if [VICTIM #1] actually hit her, she advised that he did not touch her. I then saw a red mark on her lip, Anna stated that she had chapped lips and that she was biting at that certain spot. I asked Anna if we could mediate the situation by both of them going to bed tonight and talking about their problems in the morning while they’re sober, Anna agreed. I asked Anna if there would be any problems if they slept in the same room tonight, Anna said that she would be going to sleep and that she wouldn’t have any problems. I then walked back over to [VICTIM #1].

I asked [VICTIM #1] if he would have an issue with sleeping in the same room with Anna tonight, he replied to no. [VICTIM #1] stated that he can get his own room if he needs to, I advised him that it would be up to him to get another room and that I couldn’t male him do it. [VICTIM #1] further explained that he would cause no problems and that he would go to sleep. [VICTIM #1] did state that Anna is on mental health medication. I then went into my patrol vehicle to get issued a case number and to run [VICTIM #1] and Anna in NCIC, there were no court orders attached to either party. I filled out case cards for both parties and gave them the cards stating that I would be doing a report on the matter. When I gave Anna the case card, I asked her again if she was comfortable staying in the room with [VICTIM #1], she replied yes and that she just wanted to go to bed. I then did the same with [VICTIM #1], and he also replied yes. At this time, Anna walked over to [VICTIM #1] and started a small argument and walked up to Room [REDACTED]. I then told [VICTIM #1] that I was concerned with what I saw with that argument, [VICTIM #1] assured me that nothing was going to happen and that if anything did happen, he would just walk away. I told [VICTIM #1] that would be for the best and [VICTIM #1] went up towards Room [REDACTED]. Officer Perkins and I stayed in the parking lot to exchange information when [VICTIM #1] walked back up to us.

[VICTIM #1] explained that Anna used the back of her hand to strike him in Room [REDACTED] after another small argument. [VICTIM #1] explained that he did want Anna to be in trouble for this, there was a slight red mark on the left side of [VICTIM #1]’ face. At this time, Officer Perkins and I walked up to Room [REDACTED] and knocked on the door, announcing that it was the Police Department. Anna asked why we were at the door; I told her that we had to discuss what happened tonight. Anna then opened the door, but a chain lock was attached to where the door could not be opened. Anna had a black sweater on but no pants or underwear, I told Anna to get dressed so that we could speak to her. Anna closed the door and then stated that she would be calling her lawyer. While trying to speak with Anna, [VICTIM #1] came and put his key card in the door to make entry into the room, Anna would not come to the door. I asked Anna several times to unlock the chain and come to the door, but she would not do so. I stated that I was with the police department several times and that Anna would be charged with Obstruction if she did not open the door.

I could see into the room, there was no one in the beds and the bathroom door was opened slightly. There was also no shower running or sounds of running water coming from the bathroom. I had Officer Perkins stay at the room while I went to the main office to talk with the hotel manager. I asked the hotel manager if there was a tool to unlock the chain or if I they wanted me to kick in the door to get her out, the manager stated that we could kick in the door because there was no tool to open the chain lock. I then went back to Room [REDACTED] and both [VICTIM #1] and Officer Perkins were both still standing outside the room and the lock was not moved. I stated another two times that Anna needed to open the door, or she would be charged with obstruction and that I would be kicking in the door, she did not comply. At this time, I kicked in the door of Room [REDACTED] where Anna came out of the bathroom and walked over to her suitcase that was on the bed. I placed handcuffs on her, checking for fit and double tacked, then began to escort her to my patrol vehicle. Anna was very resistive and wanted to pull away several times.

While escorting Anna to the patrol vehicle, she attempted to pull away several times and eventually tripped over her own feet causing her to fall over. When I was picking Anna up, she attempted to not walk and go dead weight so that I could no longer escort her. I eventually got her up and walking again, while we were walking down the stairs, Anna tried to throw herself down them and pull away from me, she was unsuccessful with her attempts. When Anna and I got to my patrol vehicle, she refused to step in by herself and wanted to argue with me about the arrest, I then assisted Anna into the back of the patrol vehicle where she attempted to stick her feet out to block the door from closing, she was not successful with this. I charged Anna with Simple Battery FVA and Obstruction, I applied for and received warrants. [VICTIM #1] was given a VBR and a victim’s resource packet. Anna was transported to the White County Detention Center where she was turned over to Jail Staff without incident. I took pictures of the door after it was kicked in; the only damage was the screws were stripped from the door frame.
