Officer’s Narrative:

On July 31, 2026, at approximately 2314 hours, Deputy Painter was dispatched to the area of 101 West Hamilton Connector to meet with Mr. [VICTIM #1] in reference to a hit and run accident. Deputy Painter was advised by the Whitfield County Communications Center (E911 dispatch) that Mr. [VICTIM #1] stated during the 911 call that he had been chased down by a woman in white pickup truck and his truck had been hit by hers.

Lt. Rann arrived on scene with Mr. [VICTIM #1] prior to Deputy Painter, but had to leave due to another incident. Deputy Painter arrived to meet with Mr. [VICTIM #1] at approximately 2328 hours where he was standing by with his black Chevrolet Silverado (Georgia registration number [REDACTED]).

Mr. [VICTIM #1] stated to Deputy Painter that he had left the Lakeshore park prior to the incident, and was being followed by a white female driver in a white pickup truck. He stated that as he turned left off of Birch Street onto South Dixie Highway, the white pickup struck him on the left side. Mr. [VICTIM #1] had no visible injures, and denied EMS treatment.

Deputy Painter observed that Mr. [VICTIM #1]’s vehicle had multiple scratches with white paint on the front driver’s side as well as his driver side door and mirror. These damages were photographed and will be uploaded to evidence.com by Deputy Painter.

While Deputy Painter spoke with Mr. [VICTIM #1], Deputy Warren, Deputy Muse, and Lt. Rann responded to the residence located at [200 BLOCK] West Ezzard Avenue in reference to a possibly intoxicated female (Angel Mullins) that had arrived at the residence in a white pickup truck. The residents of this address stated she was verbally belligerent and doing “burnouts” in their driveway.

While Deputy Painter spoke to Mr. [VICTIM #1], he was advised by Lt. Rann via radio that the white pickup truck located at [200 BLOCK] West Ezzard Avenue was likely the offender vehicle for this accident. Deputy Painter provided Mr. [VICTIM #1] with a Whitfield County business card with the appropriate case number for the incident and responded to [200 BLOCK] West Ezzard Avenue.

Upon arrival on scene at West Ezzard Avenue, Deputy Painter observed a white Ford Ranger (Georgia Registration number [REDACTED]) at the end of the driveway. Deputy Painter observed that the Ford had large black streaks across the passenger side door and passenger side of the truck bed. The damaged observed by Deputy Painter was consistent with the damage observed on Mr. [VICTIM #1]’s vehicle.

Deputy Painter also observed that there was a small amount gravel displaced under the Ford’s rear tires, causing ruts in the driveway. Deputy Painter also observed a much larger amount of gravel that had been displaced further up the driveway, that appeared to be caused by Mr. [REDACTED] vehicle. Ms. Mullins was in the driver seat of the Ford upon Deputy Painter’s arrival.

Deputy Painter then spoke with Lt. Rann about the incident. Lt. Rann advised Deputy Painter that Ms. Mullins stated that she had been at the Lakeshore park. She admitted to Lt. Rann that she was involved in a crash “with some Mexicans” and stated she “took them all the way to the sheriff’s office”. Lt. Rann also advised Deputy Painter that he believed Ms. Mullins was under the influence of some type of narcotic based on her behavior.

Deputy Painter attempted to speak with Ms. Mullins about the incident. Ms. Mullins could not give coherent answers to any of Deputy Painter’s questions regarding the accident that she was involved in. It appeared to Deputy Painter that Ms. Mullins was confused and disoriented about the situation.

Deputy Warren then attempted to complete standardized field sobriety tests on Ms. Mullins, but was unable to do so due to her lack of cooperation.

During this same time, Deputy Painter again spoke with Lt. Rann about the incident. Lt. Rann advised Deputy Painter that while he had spoken to Mr. [VICTIM #1], previously, Mr. [VICTIM #1] had described the offender of the hit and run as a white female, wearing glasses, with her hair up. Ms. Mullins appearance was consistent with this description. Lt. Rann further advised that Mr. [VICTIM #1] had also stated that he initially encountered Ms. Mullins at the Lakeshore park when she pulled up in her vehicle beside him.

Due to Ms. Mullins’ erratic behavior, he left the park. Ms. Mullins then followed closely behind him, before causing the wreck at Birch Street and S Dixie Hwy. Mr. [VICTIM #1] then drove to the police department while Ms. Mullins continued following him. He then left the police department to get away from Ms. Mullins before finally calling to report the accident after getting away from her.

Deputy Painter then spoke with Mr. [WITNESS #1], a resident at [200 BLOCK] West Ezzard Avenue, about the incident. Mr. [WITNESS #1] stated that he had just arrived back home when Ms. Mullins pulled into the driveway. He stated Ms. Mullins did not say anything, and that he told her she wasn’t supposed to be there and she needed to leave. Ms. Mullins then made multiple attempts to turn around in the driveway, almost striking multiple vehicles that were parked. He stated she was yelling and cursing during this time.

Deputy Muse and Lt. Rann conducted a probable cause search of Ms. Mullins’ vehicle to locate any intoxicants. A wrapper of a Natural Light Naturday gummy (8% alcohol) was located in Ms. Mullins’ vehicle. Additionally, a Georgia issued driver’s license for [REDACTED] was located during the search. This I.D. was taken by Deputy Painter to be placed into evidence to return to owner at a later time.

Due to the physical evidence and apparent circumstances, Deputy Painter placed Ms. Mullins under arrest by handcuffing her behind her back. The handcuffs were checked for fit and double locked. Deputy Painter then read Ms. Mullins the Georgia Implied Consent Law for persons over the age of 21 for the chemical testing of her blood. Ms. Mullins consented to this test.

Deputy Painter transported Ms. Mullins to Hamilton Medical Center. There, Ms. Mullins’ blood draw was performed by a phlebotomist employed by Hamilton Medical Center. Samples of Ms. Mullins’ blood were secured into the B.A. kit and sealed by the phlebotomist. These samples were taken by Deputy Painter and later placed into evidence to be sent to the GBI crime lab for further testing.

Deputy Painter then transported Ms. Mullins to the Whitfield County Detention Center where she was turned over to intake staff without incident. Deputy Painter charged Ms. Mullins with the following charges;
