On 04/16/2026, I, Officer Warnack, responded to Redclay Ave/Fields Ave in reference to a welfare check on a male in his underwear at the stop sign.

Upon arrival I observed a male later identified as Bernard Beck in the roadway only in his underwear. Bernard was moving back and forth frantically. I observed Bernard throw a laundry basket into a yard. Once I approached Bernard, he was stating that his blue jeans were going to “blow up.” Bernard kept yelling this and was panicking. I asked Bernard to stop multiple times. I could tell Bernard was having issues with his mental state. I tried to talk to Bernard calmly to not further the problem. I started to get concerned with Bernard’s safety due to how much traffic was on Fields Ave and how he could possibly run out in the roadway and harm himself since he would not stop moving.

I attempted to detain Bernard here. I informed him that at the time he was not under arrest, but I am detaining him due to my concerns for his safety. Bernard refused, and I had to grab him and place his hands behind his back. At this point Bernard began to take his underwear off and go fully nude. I brought Bernard to my patrol car. I called EMS to be en route.

While waiting, a neighbor and caller who was identified as [WITNESS #1] stated that Bernard’s mother lives at [REDACTED BY AGENCY]. [WITNESS #1] wanted us to check on her. I do not have the mother’s information. We went to [REDACTED BY AGENCY] and the door was opened, and you could see multiple items on the floor that were thrown and some broken. Officer Cook and I announced ourselves and received no answer. We cleared the house from here. No person was found inside. The beds in the house were flipped over, and each room had clothes and multiple miscellaneous items on the floor due to Bernard throwing everything.

EMS was unavailable during this time. Bernard was kicking the rear window of my car the entire time and was screaming “officer.” He also kept stating he was going to blow up. We made the decision to take Bernard to Whitfield County Jail.

Once at the jail, multiple jail officers grabbed Bernard out of my patrol car and brought him inside. I secured my pistol inside the lockbox at the jail. I received warrant #w26-616 for disorderly conduct and public indecency. I served the warrant to Bernard and went back in service.

I was unable to seatbelt Bernard in due to his behavior and him kicking my patrol window. My patrol vehicle was searched prior to and after transport.

Officer Reyes was able to retrieve the sister of Bernard’s info. The sister also lives at the address and takes care of Bernard. Her name is [REDACTED]. I was unable to make contact with her at this time.
