On July 21, 2026 as I, Det. J Robinson, was leaving the parking lot of 301 Jones St, I was traveling east bound on W Hawthorne St approaching Jones St. I observed a silver in color passenger car run the stop sign at Jones St and W Hawthorne St and then take a right onto W Hawthorne St. The vehicle then stopped in the east bound lane and turn its flashers on.

The vehicle stopped where there was an entrance to a parking lot just to the right of where the vehicle was stopped. The driver, [VICTIM #1], motioned for me to pass on a double yellow line. I blew my air horn with the intention of having the driver pull up and into the parking lot. [VICTIM #1] continued to motion so, I exited my vehicle and instructed him to move to the parking lot. It turned out that [VICTIM #1]’s vehicle was overheating and he was unable to move.

As I was speaking to [VICTIM #1], I heard someone loudly scream “hey dumb*ss get the f*ck out of the road” loudly. I ignored this the first time, as it was coming from behind me and I was dealing with [VICTIM #1]. The person, who turned out to be Cody Lance, yelled it again. This time it caused [VICTIM #1] and his girlfriend to start walking toward Lance and engaging him instead of me. I had to calm down [VICTIM #1] and his girlfriend to deescalate the situation. Lance continued to yell and I turned on my blue lights and showed him my badge, which I had in my hand during the encounter.

Lance yelled “stupid, I’m talking to you.” Indicated he was talking to me and not [VICTIM #1] and his girlfriend. I began to approach Lance’s vehicle, he had gotten back in the vehicle and he began to back away while he continued yelling. He yelled “you’ re not a f*cking cop. You’ re not in uniform. There’s not a goddamn thing you can do.” At this time Lance began to drive east on Hawthorne St and passed my vehicle.

He drove into the parking lot east of where I was at, turned around, and stuck his hand out the window and with his middle finger up and yelled something at me again that I could not make out. At this point I advised him to pull over, which he did. I advised on radio that I needed a unit at my location. I approached the vehicle and waiting on another unit. When I was talking with Lance asking what his deal was, he advised that I did not have my blue lights on.

I advised him that I had my badge and that I turned by blue lights on. That is when his girlfriend, [VICTIM #2], began yelling that they have been harassed by the police department. I tried to explain that they were the ones who stopped behind me. When a patrol unit arrived, I advised Lance that he was under arrest and Officer Warren took him in custody. [VICTIM #2] advised she did not have a valid license. The vehicle was towed by the list wrecker after a vehicle inventory was conducted.

The commotion was so loud that multiple people had exited the warehouse located on W Hawthorne St to see what was going on. – I later talked to them and they advised that could hear yelling from the inside of the building.

I applied for and received an arrest warrant for the following offenses:

Lance did commit the offense of obstruction when he did willfully hinder me in the course of my law enforcement duties, by his actions which took my attention away from dealing with another motorist, to dealing with him and his girlfriend.

Lance did commit the offense of disorderly conduct, when he did loudly yell obscenities which caused an immediate breach of the peace between Lance and [VICTIM #1] and [VICTIM #1]’s girlfriend, which I had to de-escalate.
