On 09/14/25, at approximately 19:54, I was dispatched to [REDACTED BY AGENCY] in reference to a check welfare on a female who approached the caller. The caller stated that the female appeared to be pregnant and under the influence. The caller also stated that this female approached her and was wearing a black crop top with multi-colored leggings. No further information was given to dispatch. The caller was wishing to speak after the check welfare.

I arrived at the location where a woman approached my patrol vehicle matching the description. I exited my vehicle and immediately noticed the female’s red glossy eyes and her inability to stay balanced for more than a few seconds. The female also had a strong odor of an alcoholic beverage emitting from her person and appeared to be pregnant.

As I spoke to the female, she identified herself as Colbie Allison. Colbie stated that she was five months pregnant. She also stated that she has been drinking heavily. I asked Colbie where she lived and she advised that she lives [REDACTED BY AGENCY]. Multiple people tried to approach Colbie and I while I was attempting to gather information. Therefore, I asked for another unit to arrive to my location. Due to my belief that Colbie was five months pregnant, I asked her if she was willing to be check on by emergency medical services (EMS). She denied, stating she did not want EMS to come see her at all.

Prior to the arrival of Officer Ellenburg, I noticed that Colbie was very unsteady on her feet. She reached over to me grabbing my arm and shoulder multiple times to stand up. Colbie would also try to hold my hand. I noted this behavior as odd.

Once Officer Ellenburg arrived, we were able to escort her back to her room and advised her to sleep to sober up and to not come outside and continue walking up to strangers. When we were leaving, a neighbor nearby approached Officer Ellenburg and I. The neighbor explained that everyone at the apartment complex knows her and she [REDACTED BY AGENCY]. The neighbor explained that they have never seen her intoxicated like this before. We asked the neighbor what she was doing outside. The neighbor stated that she was just going up to people talking to them and that they would keep an eye out for her to stay in her room.

Officer Ellenburg and I left the scene, and I called the original caller back to speak to her. On the phone, I spoke with [REDACTED BY AGENCY]. [REDACTED BY AGENCY] was on scene with her neighbor, [REDACTED BY AGENCY], who had an incident that occurred with Colbie.

Upon speaking to [REDACTED BY AGENCY]. I was informed that this incident was more complex. They stated that they saw Colbie stumbling outside around the apartment complex parking lot for the past several hours. [REDACTED BY AGENCY] stated that at one point, Colbie was approaching a juvenile male who was outside with his father, riding his bike. [REDACTED BY AGENCY] stated that Colbie approached the juvenile multiple times and was touching him, trying to talk to him, and even chased him around. [REDACTED BY AGENCY] witnessed the father of the juvenile male becoming upset and arguing with Colbie to leave his child alone. This father became concerned for the safety of his child and took him inside. [REDACTED BY AGENCY] stated they are not sure which apartment the father and son live in.

[REDACTED BY AGENCY] also explained to me that Colbie was running up to doors, banging on the doors with both hands screaming for help for no apparent reason. They stated she did this on multiple doors of the east building as they watched her from the west building. [REDACTED BY AGENCY] stated that Colbie walked up to her in her car and started talking to her. Due to the behavior that she observed, she was extremely uncomfortable and quite fearful of Colbie at this point, so she decided to call 911 for the check welfare.

I then spoke to [REDACTED BY AGENCY] on the phone. [REDACTED BY AGENCY] informed me that she was sitting outside [REDACTED BY AGENCY] with her husband [REDACTED BY AGENCY]. She stated that while they witnessed her behavior, they did not think much of it. Colbie approached [REDACTED BY AGENCY] and told her that she loves her. [REDACTED BY AGENCY] thought she was just being a sweet woman and said thank you.

Colbie then wanted to hug [REDACTED BY AGENCY] and told [REDACTED BY AGENCY] to turn around. [REDACTED BY AGENCY] stated that she believed that she asked her husband to turn around due to Colbie wearing a low cut top. However, [REDACTED BY AGENCY] stated that when Colbie reached over to hug her, Colbie began to grope her breasts in a circular motion. [REDACTED BY AGENCY] stated that he turned his head around and witnessed Colbie using an open hand rubbing her hand in a circular motion on the breasts of [REDACTED BY AGENCY].

Given the statements provided by the witnesses, I asked [REDACTED BY AGENCY] if she would like to press charges for the sexual battery. [REDACTED BY AGENCY] stated that she would. I returned to [REDACTED BY AGENCY] to attempt to make contact again with Colbie. However, given her very obvious intoxicated state, I believed that she may be asleep and was unable to get a response from her.

Therefore, I applied for a warrant for the arrest of Colbie Allison for 16-6-22.1 Sexual Battery and 16-11-41 Public Drunkenness.

Colbie Allison committed the offense of 16-6-22.1 Sexual Battery when she intentionally made physical contact with the intimate body parts (breasts) of [REDACTED BY AGENCY] without said victims consent by hugging her and groping her breasts for several seconds during and after the hug. Colbie Allison committed the offense of 16-11-41 Public Drunkenness when she then and there appeared in an intoxicated condition in a public place (within the curtilage of the apartment complex she resides in) to which condition was made manifest by boisterousness by running up to multiple apartment doors, banging on the doors screaming for help for no apparent reason, approaching and touching a child on a bicycle multiple times, and approaching and touching strangers.

At approximately 22:49, I spoke with Whitfield County Magistrate Court Judge weaver to swear in warrant #25-1520 for these offense. I printed off the original copy of the warrant and turned it into the Whitfield County Sheriff’s Office central desk to be entered into GCIC.
