On 09/16/2026 at approximately 1810, I, Officer Warnack, responded to 1261 Glenwood Ave (Dollar Tree) in reference to lewd acts. While en route to the call, I was informed that the male involved left the scene in a black Ford Explorer. I attempted to locate the vehicle but was unable to.
Once I arrived, I met with the caller, [WITNESS #1], who is the store manager at the Dollar Tree. [WITNESS #1] stated that a female later identified as [VICTIM #1] came up to her inside the store stating that a male later identified as Jacob Obryant had his p*nis out. [WITNESS #1] informed me that [VICTIM #1] told her the male had a black hat and green shirt on. [WITNESS #1] informed me that Jacob was still inside the store at this point. [WITNESS #1] stated that while she was gathering information from [VICTIM #1], [VICTIM #1] saw Jacob and stated that is the male who did it. [WITNESS #1] stated that Jacob left the store after this and she followed after him. She stated that Jacob drove away in a newer model black Ford Explorer.
I then went and talked to the victim, [VICTIM #1]. [VICTIM #1] stated that she was in aisle 4 looking at paint so she could paint at home. [VICTIM #1] stated that she then turned and looked to the left of her. She stated that she observed a male wearing a green short-sleeve shirt with a hood on it. She stated that the male was wearing grey shorts. She stated that the male had his grey shorts pulled down slightly and had his p*nis out staring at her. She stated that the male was approximately 5’11 and approximately 180-200 pounds. She described the male as white and in his mid 30’s. She stated that she then went to tell employees what occurred and that is when Jacob left.
I asked [WITNESS #1] if she had camera footage. [WITNESS #1] stated that her store manager will be back on 09/17/2026. She stated that we can retrieve footage then.
At approximately 1840, [WITNESS #1] called back in, stating that Jacob was back on scene at the Dollar Tree. She stated that he was driving back and forth between Dollar Tree and Dunkin Doughnuts. Sgt. Castillo was able to locate the vehicle and follow the vehicle from Dunkin Doughnuts until Jacob pulled into the checkers on Glenwood Ave. I arrived on scene shortly after this.
The vehicle was a 2021 black Ford Explorer with tag [REDACTED BY AGENCY]. I then began talking to Jacob Obryant. Jacob was walking back and forth. He was shaking and acting in a manner of nervousness. When asked about what occurred at the Dollar Tree, Jacob refused to give any information on what occurred. After multiple attempts of trying to get information from Jacob, we decided to do a “show up” instead.
I called [VICTIM #1] to the scene and had her park where Jacob could not see her until Officer Reyes arrived on scene. Once Officer Reyes arrived on scene, he placed [VICTIM #1] inside the rear of his patrol vehicle. He then showed [VICTIM #1] Jacob. Jacob at this time was not in handcuffs, and no one was near him to make him look guilty. [VICTIM #1] expressed a high level of certainty that Jacob was the male who showed her his genitals.
I would like to make note that Jacob’s height, weight, and age all lined up with the suspect’s description that I received earlier. I would also like to note Jacob was wearing blue jeans and a grey polo shirt and a black hat when we met him. Once I arrived on scene, I did observe a pair of grey shorts in plain view sitting on the passanger seat.
Due to all the circumstances, we decided to place Jacob under arrest for public indecency. I then placed Jacob in handcuffs and searched him in front of my patrol vehicle. I then secured him into the rear of my patrol vehicle. I confirmed that Jacob is a U.S. citizen.
I then went en route to Whitfield County Jail. Officer Reyes stood by to wait for union point to tow the vehicle to [300 BLOCK] Jones St so we can conduct a search warrant. Once at the jail I secured my gun in the jail lockbox. I then brought Jacob inside. I then obtained warrant #W26-1613 later in the night and served it to Jacob for public indecency. Jacob did not have any questions about the charges.
Detective Ensley was able to obtain a search warrant for the 2021 Ford Explorer with tag [REDACTED BY AGENCY]. The items we were looking for was a green shirt with a hood, a pair of grey shorts, and the receipt for the Dollar Tree. We conducted the search warrant at 2135.
We located a Dollar Tree shopping bag with toothpaste inside the bag. It was located on the rear left side floorboard. We also located two green shirts with hoods on the rear left side floorboard. We located a pair of black shorts on the rear left side floorboard. A pair of grey shorts were located on the front passanger seat.
Inside a brown duffle bag was a realistic sex toy d*ldo. This could have possibly been used in the incident, so a photo was taken of it. We were unable to locate the receipt for the Dollar Tree. We also located a pair of blue underwear with the shorts that were inside out. We located a bottle of Tadalafil in his driver console. This is used for erectile issues. Which could indicate a reason of why Jacob exposed himself.
I put all clothing items into property and evidence. The key to the 2021 Ford Explorer and the vehicle itself are approved for release and will be picked up by union point towing. Photos of Jacob and the items seized will be uploaded to the report. I will inform day shift of the video footage and see if they can attempt to retrieve it during the day.
