On March 20th, 2026 at approximately 1212 hrs, I was dispatched to 301 Jones St in reference to lewd acts.
When I arrived on scene, I met with [VICTIM #1] and [VICTIM #2]. [VICTIM #2] explained to me that their neighbor, who has unknown mental disabilities, had been going to their front yard, pulling his pants down and exposing his genitals. [VICTIM #2] stated that he has done this in the past, but that this was the first time they caught him on video. [VICTIM #1] and [VICTIM #2] have been advised by Nickolas’ mother that he has [REDACTED BY AGENCY].
[VICTIM #1] then showed me the video footage of Nicholas walking to their front yard, [REDACTED BY AGENCY]. In the video Nicholas pulled his pants down, and started touching his p*nis to please himself. In the video I was clearly able to see Nicholas perform these actions. [VICTIM #1] and [VICTIM #2] also informed me that this had happened this morning at approximately 0600 to 0630.
Due to the amount of times this has happened, [VICTIM #2] and [VICTIM #1] are concerned for their kid. They also stated that the bus comes around at that time and that they worry other kids will be exposed to this issue.
I spoke with district attorney [REDACTED] about this incident and was advised to charge Nicholas with public indecency.
I will be submitting a warrant application for public indecency against Nickolas.
