On 8/2/26 at approximately 1547 hours, I responded to [REDACTED BY AGENCY] in reference to disturbance in progress.
On arrival, the nurses informed us Jennie Vanwinkle was acting hostile and punching the walls. One of the nurses, [VICTIM #1], advised that Jennie attempted to hit her. Jennie raised her arm and swung at [VICTIM #1]. [VICTIM #1] dodged the hit. Another nurse, [VICTIM #2], was behind Jennie. [VICTIM #2] was in fear she was about to be hit as well. [VICTIM #2] witnessed Jennie actions, as she walked behind [VICTIM #1] and Jennie through the hall. [VICTIM #1] stated she wanted to press charges against Jennie.
[VICTIM #1] escorted Ofc Fischer and I to the hallway. I saw Jennie pacing back and forth to the right of the hallway. When I saw Jennie, I tried to talk to her. I asked if she remembered me considering I talked to her from a previous incident at [REDACTED BY AGENCY]. Jennie was not acknowledging I was there nor was she responding. I got closer to Jennie and she walked the opposite direction to get away from me. There were two nurses in the hallway blocking Jennie from going further. I then approached Jennie and tried to speak to her again. Jennie was not cooperating.
I then grabbed Jennie’s left arm and Ofc Cruz grabbed her right arm. This led to Ofc Fischer grabbing her left arm for me as I was getting my handcuffs out to handcuff her. As Jennie continued to physically resist being handcuffed, Ofc Cruz advised to put her on the ground. Ofc Cruz, Ofc Fischer, and I assisted in putting Jennie onto the ground until she was flat on her stomach. I was then able to handcuff Jennie. Once she was handcuffed, Ofc Cruz, Ofc Fischer, and I assisted Jennie to her feet and stood her up.
After handcuffing Jennie, Ofc Cruz and I escorted her outside to the front of patrol vehicle 77. I then searched Jennie incident to arrest. I also searched Jennie’s belongings prior to putting it inside the patrol vehicle. Jennie was secured in the backseat of the patrol vehicle. I then read aloud to Jennie her miranda rights prior to any questioning. When Jennie was asked if she would still like to speak with me, she was not giving a yes or no. Therefore, I did not question her. I asked dispatch to have a supervisor en route in reference to use of force.
The staff advised Ofc Cruz that the security camera footage would not be accessible until 8/5/26.
I then advised dispatch I had one female en route to Whitfield County Jail. I gave my beginning and ending mileage. On arrival at the jail, I secured my weapon in the sally port. I then handed Jennie and her belongings over to booking. I searched the back seat of the vehicle prior to and after Jennie’s transportation.
Later, I completed a warrant application for Jennie Vanwinkle. I went to central to have a criminal history completed. I then handed the criminal history and warrant #w26-1303 to booking staff. Jennie was charged with the following charges: simple assault and disorderly conduct. I then served Jennie for warrant #w26-1303 for the charges as listed above.
