On July 31, 2026, at approximately 2007 hours, Deputy Painter was advised by the Whitfield County Communications Center (E911 Dispatch) that [VICTIM #1] was wishing to speak via phone call in reference to her neighbor, Kristopher Parton (DOB [REDACTED BY AGENCY]/1984).

Deputy Painter spoke with Ms. [VICTIM #1] via phone call at approximately 2011 hours. Ms. [VICTIM #1] advised Deputy Painter that she believed Mr. Parton was upset with her due to a previous 911 call she had made in reference to his dogs. She stated she had video footgate from a camera on her property of Mr. Parton “mooning” her camera and then flipping it off. After speaking with [VICTIM #1] for a short time, she advised Deputy Painter that she wished for him to come to her residence located at [500 BLOCK] West Nance Springs Road to review the camera footage. Deputy Painter arrived at Ms. [VICTIM #1]’s residence at approximately 2024 hours.

Deputy Painter then reviewed the footage Ms. [VICTIM #1] provided. At approximately 1936 hours on the same date, Mr. Parton can be seen in his driveway at [600 BLOCK] Greenshire Drive near a vehicle, wearing long shorts and no shirt. Mr. Parton is then seen bending over at the waist and pulling his shorts down exposing his bare buttocks in view of Ms. [VICTIM #1]’s camera. Mr. Parton is then seen approximately 2 minutes later at Ms. [VICTIM #1]’s fence line flipping her off with both of his hands.

Deputy Painter later reviewed the photo of Mr. Parton in the National Crime Information Center (NCIC) database. The photo Deputy Painter reviewed appeared to be the same individual seen on camera during the incident.

After reviewing this footage, Ms. [VICTIM #1] advised Deputy Painter that she believed Mr. Parton had left his residence prior to Deputy Painter’s arrival. Deputy Painter attempted to make contact with Mr. Parton at his residence to discuss the incident, however, there was no answer at his door.

Deputy Painter again spoke with Ms. [VICTIM #1] and provided her with a Whitfield County business card with the appropriate case number as well as the non-emergency number for the Whitfield County Communications Center. Deputy Painter also later sent Ms. [VICTIM #1] a link to evidence.com so the footage of Mr. Parton could be uploaded. Deputy Painter requested that Ms. [VICTIM #1] call dispatch and advise them when and if Mr. Parton arrived back at his residence. Deputy Painter left the scene without incident.

At approximately 2107 hours, Deputy Painter was dispatched by E911 back to Ms. [VICTIM #1]’s residence. Deputy Painter was advised by dispatch that Mr. Parton was now back on scene. Deputy Painter arrived at Mr. Parton’s residence at approximately 2110 hours.

Upon arrival Deputy Painter observed several subjects standing in the residence driveway, including Mr. Parton, who was still wearing long shorts, no shirt, and a cap on his head. Deputy Painter activated his emergency blue lights due to the dark lighting to ensure it was clear that law enforcement was on scene.

Deputy Painter observed Mr. Parton was holding a handheld light and a closed folding knife while walking in the direction of Deputy Painter. Deputy Painter gave Mr. Parton verbal commands to drop what was in his hands, to which he complied.

Deputy Painter then placed Mr. Parton under arrest, placing him in handcuffs behind his back. The handcuffs were checked for fit and double locked. Deputy Painter then searched Mr. Parton’s person, with no contraband being located. Mr. Parton was placed into the rear of Deputy Painter’s Patrol vehicle.

Deputy Painter later transported Mr. Parton to the Whitfield County Jail where he was turned over to intake staff without incident.

Deputy Painter charged Mr. Parton with O.C.G.A. 16-6-8 (Public Indecency) on warrant number W26-1297 (case number 2026-947661WM).

This case is cleared by arrest.
