Officer’s Narrative:

On July 12, 2026, at 1747 hours, Deputy Ramos, Deputy Roberts, Deputy Vasquez, and Deputy Bandy were dispatched to [2300 BLOCK] Sir Lancelot Place, apartment [REDACTED], in reference to a domestic dispute in progress that was physical.

Dispatch advised responding deputies that the alleged offender, Latisha Mascote, had just left the scene in a black Cadillac Escalade. Dispatch also advised the caller, [VICTIM #1], advised them that Latisha is impaired. Deputy Roberts located the black 2004 Cadillac Escalade with Georgia tag number [REDACTED] and vehicle identification number [REDACTED] at the red light on Abutment Road at Walnut Ave.

Deputy Roberts advised Deputy Bandy that she observed the vehicle take off at a high rate of speed from the red light and drive down the middle of two lanes. Deputy Roberts advised Deputy Bandy that she believed the vehicle was going approximately 75 miles per hour down Glenwood Ave. Deputy Roberts conducted a traffic stop on the vehicle at Glenwood Ave and McCune Street. Deputy Roberts will complete a supplemental report.

Deputy Bandy arrived shortly after and observed Latisha standing outside the vehicle, bleeding from the right hand. Deputy Roberts advised dispatch to have EMS en route. As Deputy Bandy approached Latisha, Latisha began saying she was helping her mom hang blinds, and they got into an argument. Latisha stated that she decided to leave, and something cut her hand. Latisha also advised that her mother had hit her with something.

While speaking with Latisha, Deputy Bandy could smell the strong odor of alcoholic beverages coming from her breath. Deputy Bandy also observed that Latisha’s eyes were glossy and that she was repeating herself continuously. Deputy Bandy asked Latisha how much alcohol she had to drink, and she originally stated none and then admitted to taking one shot. Deputy Bandy asked her how long ago it was, and she would not answer. Deputy Bandy asked Latisha if she would allow him to check her eyes to see if she was impaired, and she consented.

Deputy Bandy performed the Horizontal Gaze and Nystagmus (HGN) exercise. During this exercise, Deputy Bandy observed the following validated clues.

-Lack of smooth pursuit*
-Distinct and sustained nystagmus at maximum deviation*
-onset of nystagmus prior to 45 degrees
For 6/6 Validated Clues.

Deputy Bandy had to tell Latisha several times not to move her head during the exercise. Deputy Bandy did not have Latisha perform the walk-and-turn or the one-leg stand exercises due to the cut on her hand. Deputy Bandy read Latisha Georgia’s implied consent notice for an individual aged 21 or older and asked for blood, which she consented to. Latisha was checked by EMS personnel, who recommended transport due to her needing stitches on her finger, which she voluntarily refused.

Deputy Bandy responded to the scene of the domestic incident that occurred on [2300 BLOCK] Sir Lancelot Place and, upon approaching the front door of apartment [REDACTED], observed the windows at the front of the residence that were busted out as if they had been punched. Deputy Bandy observed multiple blood spots on the outside of the windows. Deputy Bandy made contact with the caller, [VICTIM #1], who advised that her daughter, Latisha, had arrived at the residence and was fine.

[VICTIM #1] stated that Latisha had been drinking alcohol and became violent, bringing up things that happened in the past. [VICTIM #1] stated that Latisha had made threats to beat her and then struck her in the right cheek with a closed fist. [VICTIM #1] stated that she then began trying to get away from Latisha by going into several different rooms, and Latisha was following her, trying to assault her, and advising her she was going to beat her up before she left. [VICTIM #1] stated that during Latisha’s being violent and continuing to try to assault her, she had grabbed a stick-like object.

[VICTIM #1] stated that Latisha then acted like she was going to leave and turned back towards her aggressively, and she struck Latisha with the stick in self-defense due to believing she was going to assault her. [VICTIM #1] stated that Latisha had then tried to get back into the front door, and she was holding it closed. [VICTIM #1] stated that Latisha then began breaking the residence’s front windows. Deputy Bandy asked [VICTIM #1] whether she felt in danger during the incident, and she advised that she did. [VICTIM #1] advised Deputy Bandy that she did wish to prosecute.

[VICTIM #1] then showed Deputy Bandy video footage she had taken on her cell phone during the incident. Deputy Bandy observed in the video that Latisha was acting belligerently and yelling at [VICTIM #1]. Deputy Bandy then observed Latisha go towards [VICTIM #1] in an aggressive manner with her fist balled up, stating, “I’ll beat the life out of you,” and making unwanted physical contact with [VICTIM #1]. Deputy Bandy observed Latisha continue to act belligerently and make threats to assault [VICTIM #1].

Deputy Bandy also observed another point in the video where it appeared some physical contact was made, but was unable to tell because the camera was partially covered at that moment. [VICTIM #1] advised Deputy Bandy that was when Latisha slapped her phone out of her hand. Deputy Bandy also observed in the video that [VICTIM #1] appeared to be trying to calm Latisha down. Deputy Bandy recorded the video and will upload it to evidence.com, and will also send [VICTIM #1] a link to evidence.com so she can upload the original video.

Deputy Bandy also observed glass inside the residence, indicating that the windows were broken from the outside. Photos of the damage and the blood spots on the exterior of the residence were also taken and will be uploaded to evidence.com.

Deputy Bandy responded to the location where Latisha was and read her Miranda Warning, during which she advised that she understood her rights and did wish to speak with Deputy Bandy. Latisha advised Deputy Bandy that she was helping [VICTIM #1] hang curtains, and an argument occurred, and she began to leave. Latisha stated that [VICTIM #1] had hit her with an object, which led to her hand being cut. Latisha stated that a Curtain rod was what ultimately busted the windows.

Deputy Bandy asked Latisha whether she had made any threats towards [VICTIM #1], and she advised that she had not. Deputy Bandy asked Latisha whether she had approached [VICTIM #1] aggressively, and she advised that she had not. Deputy Bandy asked Latisha whether any physical contact had occurred between her and [VICTIM #1], and she advised that none had. Deputy Bandy asked Latisha whether the window was broken from the inside of the residence or broken when she went outside, and she advised that it was broken while she was inside.

Based on the testimonial evidence on scene, the physical evidence, and video evidence, Deputy Bandy decided to place Latisha into custody by placing her into handcuffs, which were checked for fit and double locked. Latisha was then placed into the backseat of Deputy Bandy’s patrol vehicle.

While en route to the Whitfield County Jail, Latisha advised Deputy Bandy that she now wished to be transported to the hospital to receive stitches on her hand. Deputy Bandy re-routed and transported Latisha to Hamilton Medical Center. While at Hamilton Medical Center, Latisha was being confrontational with Deputy Bandy and the hospital’s public safety staff. Latisha was also hitting the wall in the hospital room repeatedly.

Latisha received stitches for her hand injury, and a consented blood draw was completed by medical staff for the DUI investigation portion. The BA kit was turned over to Deputy Bandy. Once cleared by medical staff, Latisha was transported to the Whitfield County Jail and turned over to Booking Staff without incident. While at the jail, Latisha blew a .117 on the portable breathalyzer test.

Deputy Bandy then placed the BA into the freezer in the patrol evidence area. Deputy Bandy will also complete a DOFS form to have the blood sent to the Georgia Bureau of Investigation crime lab for testing.

Deputy Bandy applied for warrant number W26-1174, and Judge Phillips granted it for the following offenses

• O.C.G.A 16-11-37.1 (A) Terroristic Threats and Acts (Felony)
• O.C.G.A 16-5-23 (F) Simple Battery (FVA)
• O.C.G.A 16-7-21 Criminal Trespass Damage $500 or less (FVA)
• O.C.G.A 40-6-391(A)(1) Driving under the Influence / Alcohol
• O.C.G.A 40-6-48 Failure to Maintain Lane.

Latisha was served with the warrant by Deputy Bandy. Parrish Towing towed Latisha’s vehicle from the stop location.
