On 16. Apr. 2026 I responded to [REDACTED BY AGENCY] in reference to a domestic dispute that occurred at Glenwood Avenue and Morris Street.

Upon arrival a deputy was already on scene speaking with the subjects. I approached and made contact with Ms. [VICTIM #1] and Ms. [VICTIM #2]. I observed that [VICTIM #1] had a scratch under her left eye and redness under both of her eyes around her cheekbones. I obtained identification from both subjects and then asked [VICTIM #1] what occurred. She stated that she and her mother, Ms. [VICTIM #2], decided to take her sister, Ms. Samantha Belman, out to dinner for her birthday. [VICTIM #1] stated that they were going to take her sister Samantha to the Juicy Seafood off of East Walnut Avenue. [VICTIM #1] stated that they got in the vehicle and that she was driving. She stated that [VICTIM #2] was sitting in the front passenger’s side seat and that Samantha was sitting behind the driver’s seat.

[VICTIM #1] stated that as they drove towards the restaurant, Samantha began getting upset. [VICTIM #1] stated that she was not sure what caused her to get upset but that she continued getting more upset as they got closer to the restaurant. [VICTIM #1] stated that Samantha stated that she wanted to go to a different restaurant. She stated that Samantha then began hitting herself in the head and told her to turn around. [VICTIM #1] stated that Samantha began saying that she did not want to go out to the restaurant and that she just wanted to go home. [VICTIM #1] stated that she turned around and began to drive back towards their home.

[VICTIM #1] stated that as she drove back towards their house, Samantha began pinching her mother on the arm. [VICTIM #1] stated that she was traveling north on Glenwood Avenue and that she was starting to brake for the traffic light at Morris Street. [VICTIM #1] stated that at this moment, Samantha put her arm around [VICTIM #1]’s throat as if in a choke hold. She stated that Samantha then started hitting her in the face. [VICTIM #1] stated that Samantha kept saying that she hated them during this interaction. [VICTIM #1] stated that she then continued to drive home. She stated that they got home and that they did not feel safe staying at the residence with her.

I looked at [VICTIM #2]’s arm and did not observe any marks. [VICTIM #2] stated that she was able to pull away from her each time she tried to pinch her. [VICTIM #2] stated that just prior to pulling up to the red light at Glenwood Avenue and Morris Street, Samantha opened the car door as they were driving and stated that she wanted to kill herself. [VICTIM #1] stated that she had made those statements before. [VICTIM #2] stated that Samantha kept saying that she hated them. They stated that this is an ongoing issue with Samantha and that her actions are becoming more and more aggressive.

I asked [VICTIM #1] to describe how she felt when Samantha put her arm around her neck. She stated that she felt scared and that she was putting pressure on her neck. She stated that she was in shock that it happened. She stated that she knew that Samantha wanted to hurt her. [VICTIM #1] stated that Samantha then began hitting her about the face. She stated that she was hit in the face about two or three times.

I then photographed [VICTIM #1]’s face and injuries to upload to this report. While photographing her she stated that there was another scratch on her chin from the altercation. I looked at [VICTIM #1]’s neck but did not see any redness.

[VICTIM #1] stated that Samantha was at [REDACTED BY AGENCY] where they live. They showed me the home from a satellite image to show me the layout of the house. I then obtained a victim’s bill of rights form and filled it out. I provided it to [VICTIM #1] and explained that there were resources listed for her on there. I then asked [VICTIM #1] if she felt that she could have serious injury or death from the actions of Samantha putting her arm around her neck. [VICTIM #1] then began to tear up and stated “yes, I did.”

[VICTIM #1] stated that when they went back to the house other siblings came and celebrated Samantha’s birthday and hung out for a little while. Samantha and [VICTIM #2] stated that the aggression and violence has gotten progressively worse over time. I advised them that I would go to the residence to make contact with Samantha. [VICTIM #1] and [VICTIM #2] were very concerned that Samantha would lock the door and not let us in and that she would hurt herself.

They continued to voice concern that if she saw us coming or if she heard us coming, that she would hurt herself. They also stated that she would possibly try to resist us as well physically. I asked [VICTIM #2], Samantha’s mother and owner of the home if we could enter the house to make contact with her. She stated that we could. They then provided me a key to the residnece. I also asked them for a layout of the home and they described that to me and where her room was located.

I then contacted my supervisor to let him know about this case. I coordinated that I would meet with other officers near the residence on north Hamilton Street and that we would make contact with Samantha at the residence. I then went and met with my supervisors and other officers near the residence. We planned the approach and contact with Samantha.

Upon approach of the residence a male subject opened the front door and held out a key. He stated that it was for Samantha’s room and that she was in the room. We entered the home and cleared the living room and kitchen. We then made our way to Samantha’s room. I knocked on the door and called out her name several times. She did not answer. I then unlocked and opened the door, as I did this I pushed the door open and stepped back across the hall to a bathroom.

I could see in the room and I observed Samantha laying on the bed under a blanket. I adivsed her to let me see her hands. She did raise her hands up and I entered the room. I went around the bed to her left side while other officers entered the room. I then took Samantha and detained her in handcuffs. Officer Aldava searched Samantha and we got her some shoes to put on. I then escorted her out to the front porch.

I moved my vehicle closer to pick her up and then escorted her in front of my patrol vehicle. I then read her the miranda warning. She stated that she understood and would answer questions. I asked her to tell me what happened between her and [VICTIM #1] and [VICTIM #2]. She asked what incident and I told her the incident at Morris Street and Glenwood Avenue. She stated that they were doing everything that they wanted to do and that they were not celebrating her.

She stated that she got upset. I asked her why she put her hands on her sister and she stated that she did not put her hands on her sister. I asked her if she put her arm around her neck and she stated that she did not. She stated that she put her hands in her face but that she didn’t scratch her. I asked her why she would have marks on her face. Samantha stated that she put her hands over her face but that she didn’t scratch her. She stated that she did not want to answer any further questions.

I then placed Samantha in the back seat of my patrol vehicle after searching it. I secured her with the lap/shoulder belt. I then transported her to the W.C.S.O. Detention center.

Upon arrival I secured my firearm in the lockbox provided. I then removed Samantha from the back seat. I searched the back seat again. I then escorted Samantha to the booking area. I turned her over to booking staff and let them know what her charges would be. I then had a criminal history run to attach to the warrantless arrest form. I completed warrantless arrest form 71185 charging Samantha with Aggravated Assault and battery on [VICTIM #1].

After leaving the detention center, I made contact again with [VICTIM #1]. They advised that Samantha needed help with her mental health. I advised them of options of speaking to a physician or the process of going through the magistrate court.
